Default Obtaining a new key

Sorry if this is old ground...

....I've downloaded today's pre-RC1 release, but haven't participated before.
Is it possible to sign up at this late stage and obtain one?

Perhaps wait for the official release so you can sign up for it.

Default Obtaining a new key

OK, I downloaded the Pre-RC1 Vista, used it to upgrade my Beta 2 and I can't
activate because it's saying that the key is already in use? How do you get a
new key for the Pre-RC1 version? Do I have to find some older key from my
MSDN stuff? Also, what about people who don't have MSDN and just downloaded
the Pre-RC1? What do they do? Isn't it silly to allow 100,000 people to
download it and play with it but not provide a key for it?

Just install without the key.
You've got 14 days to activate and hopefully RC1 will be out by then.
