Default FAVORITES FOLDER?

Try renaming that highest level Favorites directory and then dragging
that lowest level folder back to the DOC level. That should create
a new high level Favorites folder from the contents of the low one.

Hopefully the renaming and dragging will be picked up by the registry
value that maintains the location of the Favorites directory for the user.
If it's all object-oriented it should and dragging does work as I imply in XP.
However, I don't use your OS, so who knows what the "security" implications
of trying this there might be? ; )

Default FAVORITES FOLDER?

In addition, run regedit and check that this key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\User
Shell Folders

Has a value in the Favorites string (right pane) of:

%USERPROFILE%\Favorites
