Default Temporary user profile created when user logs into domain

I'm testing out the first Windows Vista Business computer on our network and
can't get it to login to the domain without a temporary profile being
created. I can get the PC to join the domain. It will also let me login as
a domain user with administrative rights, but it won't create a local profile
for the domain account. Here's what I get in event viewer:

Event ID: 1521
Log Name: Application
Source: Microsoft-Windows-User Profiles Service
Task Category: None
Level: Error
Keywords: Classic
Description:
Windows cannot locate the server copy of your roaming profile and is
attempting to log you on with your local profile. Changes to the profile will
not be copied to the server when you log off. This error may be caused by
network problems or insufficient security rights.

We are NOT setup to use roaming profiles on our network. The domain user is
in every administrative group.

Is there a way to FORCE Vista to setup a local profile for a domain user
when logged in? Or can I disable Vista from even trying to setup roamin
profiles?
