Critical error started 9/17/2007

Additional Data: Error Value: 2147943726.
I am running Vista Ultimate (allmost a year), the event ID is 716 and
looking in the technet view this is an error for task schedule failer for
Windows Server 2003, Windows XP, and Windows 2000.
It tells you to stop or start Task scheduler in services which I cannot do.
