TCP/IP has reached the security limit imposed on the number of concurrent TCP
connect attempts... keep on getting that error on vista home premium when i
am trying to use bittorent to get linux distro. Official fix from microsoft
or ability of some programs to bypass TCP/IP limit would be really helpfull.

If you are using a Router it probably passed the number of ports that the
Router can handle.
Limit the number of ports that the p2p application is allowed to open.
