Cannot do http downloads

I cannot do http downloads from either IE or FireFox. I can do ftp
transfers. Because this cause me not to be able to update either Vista or
WinDefender, I have to endure security risk messages in IE every time a new
page opens. It's frustrating. Any ideas?
