Default Foggy white on the screen

Hello. Vista was working fine for me and then I installed the Sims2. I had
to down load a patch make it run right on Vista.

Ever since then no matter what I've always got a sort of white fog at the
top of my screen. It's there when it's black for the screen saver and it's
there when I'm working on my computer kind of washing out the top of the
screen a little. It's extremely annoying. Do you all know of anything I can
do to make it go away? I've tried to change the backgrounds, colors,
switching to the classic XP screen, nothing works.
