Vista connection TIME_WAIT

I tried so many times to connect the IP 76.76.31.5 through 8080 and 2106
ports using Windows Vista Home Basic 32bits and I have no response.
But I downloaded BitComet and when I start a torrent with no limit
connections and download speed in server mode I can reach that IP.

Windows XP connects properly.

What can I do?
