Lost Vista permission on program I installed?

I've installed a program (winampServer) and used it with no problems a few
times then I tried to set up a home network and changed too many settings to
remember Now when I try to access this program it tells me "Windows cannot
access the specified device, path or file. You may not have the appropriate
permissions to access the item."
I've checked hundreds of help pages online and tried to gain full controll
to the folder (which I can access fine just not run the .exe), gained
ownership (which I already had) and screamed at my laptop (which
frustratingly didnt work either).
Out of desperation i reinstalled the program and it worked fine until I
restarted my laptop a few days later. Please help, I REALLY don't want to
have to re-install this everytime i re-boot!

Uninstall then reinstall by right clicking and choosing Run As
Administrator.
