firewall joke? or is it me?
 
trying to create a new firewall rule on vista enterprise 32 bit sp1.
any rule i creat immediatelt gets a red sign over it (like a no smoking
sign)... WHY is this happening? unbelievably the documentation mentions
nothing about this

ok i guess thats a DENY symbol... but why does the rule not work? i am
attempting to block ALL outbound traffic to port 23.

By default, Block the connection is checked. You need to check Allow the
connection.

We would need to know *exactly* what settings you have made in the rule to
know why it is not working.

Personally, I'd also like to know what you are trying to achieve with this
rule.
