In the above thread, ddale900 tells us much more than you do in your reply
or in your post here in IE General.

Are you also running Vista SP1? If so, did you install it via Windows
Update or manually? What anti-virus application or security suite is
installed on the Vista Ultimate x64 Edition machine? What anti-spyware
applications (other than Defender)? What third-party firewall (if any)? Do
you have both the third-party firewall and Windows Firewall enabled, too?
Do diagnostic tests tell you any ports are blocked? How do you connect? Do
you also see the same behavior in other browsers?

Spent 20 minutes on the phone with discover tech support and gave a
microsoft employee in India control of my computer for 90 minutes in
which time he also could not get it to work and I'm sure he called his
supervisor over to give him suggestions as well. When he finally gave
up he wouldn't just tell me he was giving up, instead he told me to
restart in safe mode and reconnect tomorrow if that doesn't work. the
next day they called me 3 times but I just let it ring as I don't want
to waste any more time talking to someone with no idea how to fix this
issue. I have 4 computers 2 with xp 2 with vista and only my main
computer which is vista 64 ultimate has the problem. I also tried
statefarm and it didn't work but I don't NEED that site. I downloaded
a "hotfix" from microsoft that's supposed to fix a "page cannot be
displayed" message when attempting to visit an open ssl website but
when I tried to apply the hotfix it told me that it was not intended
for my system.. Nice.. I have a 3.0Ghz core 2 extreme, 4GB of ram, 640
gigs of HD space and I wish I had just bought a slower apple.
