Permissions control

I have a problem with the connection between my mobile phone and my laptop
(Vista OS). The phone manufacturer has told me to change the Permissions to
Allow for Full Control. (I imagine he´s talking about Everyone.) But I get
an error message saying that the change is not allowed. What am I doing
wrong?
