Default Dynamic Link Library

Every time I boot my computer up a get a message "the procedure entry point
CPPXCPTFILTER.PLNRNOTE.EXE not found in dynamic link library MSVCR71.dill".
I found a fix in the "Help & Support" library of windows. I am running
Vista. The instructions tell me to go to the "Installation Designer Tab",
but I cannot find where this tab is. I would truly appreciate some direction
on this.
