Every time I boot up I get an error message regarding the .NET framework that

Since this popup started occurring I have been unable to reboot or turn off
my machine correctly. I get stuck at the saving settings screen and
eventually have to hard-boot.

I have verified I have all the correct installations and updates, and even
reinstalled the .NET framework from Microsoft's download site -- but nothing
has changed.

Am getting desperate - if anyone can help I would greatly appreciate it.
