Default Alternate Dns Server in Properties Internet Protocol Version 4

I have two Ip DNS Server, Who shut Down the secound IP alter number
I Have Windows Vista Ultimate SP 1
Ex.
After Shut Down
Preferred DNS Server: 188.188.1.202
Alternate DNS Server: 188.188.1.248
Before Shut Down
Preferred DNS Server: 188.188.1.202
Alternate DNS Server: 8.188.1.248

Where these numbers come from?
Are you connected directly to the Internet (No Router or Proxy)?
Does this affect any function of the computer?

Hi
I conected AD Server 188.188.1.202 and Proxy server 188.188.1.248 but the
network dns primary function normaly , and internet ( alternate DNS ) is down.

if i change the alternate dns 188.188.1.248, all function is ok.
if i not change the alterante dns before shutting down my internet is down.
