Use startup manager or winpatrol to permanently remove it from your
system startup.

Startup Manager - 'Startup Manager' (http://www.startupmanager.org)
Winpatrol - 'BillP Studios: WinPatrol' (http://www.winpatrol.com)

It means that your computer is looking for part of the My WebSearch toolbar
(malware) which it expects to load at startup and isn't finding it. If you
recently cleaned up your computer, then just manage this in your Startup.
If you haven't cleaned up your computer, it would be a really good idea to
do so.

General malware removal steps:
http://www.elephantboycomputers.com/...moving_Malware

Do the above to make sure the computer is clean. If it is, then:

Start OrbStart Search boxmsconfig [enter]

If you are prompted for an administrator password or for a confirmation,
type the password, or click Continue. Then see what is on the Startup tab.
You don't need to restart immediately, but the next time you do you'll get
a dialog saying you've used the Utility. Usually in Vista this will be
blocked by Windows Defender and you'll need to allow it so you can then
tick the box that says in effect, "don't bother me about this again".

Important - Do not use the System Configuration Utility to stop processes.
Instead, use StartRunservices.msc [enter] and do not stop any services
unless you really, really know what you're doing.

The free Autoruns program is very useful for managing your Startup -

If the file is actually named "f3scrctr.dll" rather than the one you
posted (notice the missing second "C" in your's) then you are infected
with spyware. It more than likely is as its's referenced to mywebs
subdirectory. If you do a Google search, searching for the file name I
posted will turn up lots of references such as the following URL:

You need to use a spyware/malware etc cleaner on your system such as
SpyDoctor, Adaware, Windows Defender (I'm sure other participants will
chime in with other suggestions too) to see if they can get rid of
it....sometimes though it takes jumping through a couple of hoops to get
rid of the little beasties. My suggestion would be to either do a
search on Google (or your favorite search engine) for a specific fix or
run a couple of spyware scanners to see if they can cure the problem.
