Default Problem with network function in Vista - PING transmit failed errorcode 5

Since a few days the network connection of my vista computer is not
working anymore. The error I get are

When using the command ping 127.0.0.1 - the message is four times -
PING transmit failed error code 5

If I try to diagnose the problem with network diagnose the system
tells me the service for this work is not working. Starting the
service in the service manager is not possible, the message is I´m not
auhorised access denied 5. This even when I login as local admin.

Till now I did you a solution to get my network function repair on the
net. Can someone help me?

This could be a firewall or security software issue. Try to start the Vista
safe mode with network. Or check this post.
