Didn't seen any information regarding hardware so this answer may not be applicable - did see the screenshot graph image on the Vista64 post though. DL - your reply that the graph shows 10-15% isn't quiet correct. The question is, "CPU Maximum Frequency always 100%". The 10-16% reflects the actual CPU usage. If you look to the right of the CPU title bar on the graph you'll see the 100% Maximum Frequency is pegged full blue - 100%. The blue line in the graph window doesn't show very well because it's running at the top of the graph. If you look at the graph when Resource Monitor is first opened, you'll see the blue line climb from 0-100 across the graph as it scrolls through the polling cycle. It took me awhile to find the answer but here's a couple of links that offer good explanations: 'Welcome to The Metaverse : Vista power management & CPU frequency' (http://tinyurl.com/4xyy35) 'Different ways to determine CPU speed in Windows XP or in Windows Server 2003' (http://support.microsoft.com/kb/888282) The Maximum Frequency is used primarily in laptop/notebook/tablet/etc systems that may be run off battery only power. The power management configuration on modern devices allows the system to throttle the CPU - literally reduce its operating speed. Slowing the speed down reduces the energy consumption to extend battery life but will decrease operating performance as the CPU will take longer to execute commands. If your system doesn't utilize a battery source, then the power management (if it even exists on non-battery systems) should have Max CPU set to 100% for all power profiles (as the system is running on constant a/c power) and, therefore, the Resource Monitor will always show Maximum Frequency at 100%.
