my daughter has a newer comp then my laptop by about a year both are vista
but hers has some better programs and visual effects how do i get them on my laptop without deleting them from hers |

You can't.
If they are programs that are not part of vista, buy the CDs, or download them! AND, if they are Vista features, clearly hers is a better hardware configured, or different Vista version, computer then yours!
