i switched on my computer, and it says that i didn't switch off my device

Have your tried other other options, such as safe mode or boot from last
known good configuration?
If these options also fail, use whatever recovery mechanism (if any) was
supplied with your computer.

Default i can't start my window

Disconnect all external usb devices except the keyboard and mouse. Press F8
immediately after starting the computer (tap F8 several times as it is
starting up) and you will get the Advanced Boot Options screen. Try Last
Known Good Configuration first. If that does not work repeat the process
and choose Safe Mode with Networking. If you still cannot start the
computer, boot it with your Vista dvd and use the repair options. You are
looking for the functions to repair your startup. Post back with the
results.
