Why does Vista continue to reinstall a device driver after the device, an
antique sound card, has been removed and I have continually deleted the
driver through device manager?

Microsoft, in their infinite wisdom, designed Vista to
reinstall a driver immediately after it is removed -
but the device is still physically present.

So you probably can disable the card in the dev. manager and just forget
about it.
Or disable it in the BIOS if it is built into mobo.

What the hell is mobo and how do I disable it? I have deleted and or disabled
this removed device at least 10 times now and Vista keeps on reinstalling it!

mobo = motherboard

You disable a device by finding it in the Device Manager and right clicking
on it. Choose "disable" on the context menu. The entry remains and can be
re-enabled at some future time but Windows will stop installing the driver.
There is probably a left-over registry key referring to the device that is
causing the problem but it is simpler just to disable it.
