Error msg "windows could not detect a dial-up modem" when there is
 
Vista Home Premium with all service applied.
I have an ethernet adaptor installed and functioning. I installed a Agere
Systems PCI-SV92PP win modem. The driver is at 2.1.74.0 (the latest).
Device Manager properties for the device say it's good to go and diagnostics
returns expected results from the AT commands. When I try to define the
dial-up connection I get the "Windows could not detect a dial-up modem".
I've searched Microsoft and the web and have not found a solution.

The fix for me was to enable the Remote access connection manager service.

I have the same problem. Can not detect the modem. Using Vista Home
Premium x64. When trying to start the "Remote Access Connection Manager"
service it return "Error 1068: the dependency service or group failed to
start". On starting the dependent service "Secure Socket Tunneling
Protocol Service", it return "Error 1717 The interface is unknown"

What can I do to resolve this issue?
