The Dynex is an enclosure that you can put a hard drive into from another
computer, then plug it into a USB port on another computer as an external
mass storage device.
Sometimes my new computer (Dell Inspiron Vista) will see it, but I can't
access it because all I see is my C drive, D drive and CD-RW drive. It never
shows up as another drive.

We can start he

1) Have you installed needed drivers or software for your USB device? (Vista
has many drivers for external USB drives such as memory sticks or portable HD
already installed.)
You may need to install your own. If so, and you don’t have the installation
disc, contact Dynex’s website.

2) Does your USB device have enough power? (I can’t assume anything. Your
USB device may need more power than what the computer USB port supplies.)

3) Can Device Manger see the external USB device? (Start enter “Device
Manager” in search box and Search will list DM program on Menu. If you don’t
feel comfortable going into Device Manager go to Help and Support and get
some tips on that. When in Device Manager do not change any parameters unless
you are 100% sure what you’re doing.

If you’ve done these basic steps, I apologize for being redundant.

dynex does not have a driver for Vista, only 98. Yes the device manager sees
the device but says it doesn't work and gives an error code of 10.

I don't understand the question. I don't have the driver. Dynex doesn't.
Windows tries to load USBSTOR.SYS and fails.
