Default Can't connect remotely

I am running Windows XP Pro on my desktop, with Time Warner cable ISP.
Connected to Dell 2350 wireless router. My laptop runs Windows Vista Home
Premium. I can connect to desktop via Windows Remote Desktop when I am in
range of the wireless router and can do file transfer, etc. But when I
attempt to connect from laptop to desktop from a public WIFI in a remote
location, I can't access via Remote Desktop. Port forward settings are at
3389.
Any suggestions?

Hi
You have to use the External IP to connect. The ports have to be opened
through the Router toward the desktop, make sure that the desktop always
gets the same IP (if your Router does not reserve within the DHCP use static
IP).
The ports also have to be opened through the software Firewall.
This page has some general info about connecting to private Network form the
outside.
