Default Network Discovery is disabled again!!!

Network discovery is turned off everytime I reboot my pc and I need to enable
it manually. It is a private network, member of workgroup, I have even
enabled the Function Discovery Provider Host and set the startup type to
automatic, it is not a lenovo pc. But still the same issue happen.

Is there any solution that can solve this??
