Default text box on paint

This is how it’s supposed to work:

Using touchpad:
Click (select) the A in the tool box on the left. Click twice in paint area
and drag cursor to desired size. Type in your text. (The click and drag may
be slightly different with a mouse.)

This is from Vista Help and Support:
Use Text to enter text in the picture. Click Text, and then, in the options
box just below the toolbar, click a background style. Click a color in the
Color box, and then click in the picture and type your text. You can resize
and move the text box, and change the font, font size, and text formatting
until you click another tool or click outside the text box within the picture
