Waiting for http://... - Can this time be lengthend

Is there a way to lengthen the time before the 'cannot display' message appears on my PC? You're assuming a timeout and retries is involved? Have you traced it to check that assumption? Perhaps you have the phishing filter active on Vista but not on XP? eg Thanks in advance.
