Default Telnet feature turned on...

....But when I try to use Telnet command from command line (Run--Open) I
receive message "Application not found". (I try to check port 25 for SMTP
connection).

I think you need to add Telnet from Control Panel | Programs and
Features | Turn Windows features on or off.

Make sure the box marked Telnet Client is checked.
