Default Sleepy USB mouse

My mouse always seems to be the last USB device to wake up, and it is not
even set to go to sleep! Is there a way to prioritise it?

If it's a cordless mouse check the power saver settings for the mouse - some
of them let you customize the time they'll stay live/go to sleep. Kiss your
battery life good-bye if you can change it and you do change it, by the way.
