Default Strange Cover Page Issue w/Fax & Scan

I've tried disabling and re-enabling WFS to no avail. If you look at
the thumbnails, the first one has all the usual cover pages plus my one
personal one and they work if I open them.

If, however, I click "New Fax" (thumbnail2) the drop-down cover pages
are all blank, and not only that, the list appears twice, so I have the
choice of twice the number of blank cover pages.

How can I repair WFS?

Default Strange Cover Page Issue w/Fax & Scan

Cover pages common to all users are located at:

C:\ProgramData\Microsoft\Windows NT\MSFax\Common Coverpages\en-US

Personal cover pages are at:

C:\Users\(username)\Documents\Fax\Personal CoverPages

The drop down box on a new fax shows both sets. Beyond that, you've lost me
as to what the issue is. The cover page, itself, is only viewable in the
editor.

Thanks. I realised afterwards that Cover pages aren't visible except in
the editor. I don't know why I suddenly thought otherwise.
