I even have used the Run command, and they did not load.

To come back to what worked for me.....

Do you guys all have a 2nd monitor atached?
And if so....does the error stop for you too when you disable the 2nd
monitor in the control center?

Just so we can pinpoint the problem this would be usefull info for many
i think.
