Default Link in WORD 2007 text does not work - Vista

Clicking(Ctrl+Click) on a link in WORD text returns the following message:

This operation has been canceled due to restriction in effect on this
computer.

It used to be working but recently the above started happening.
Disabling virus and spyware softwares does not have any effect on this
problem.
Could anyone help?

I can think of a couple possibilities... but first, where is the file
located? Is it on a local drive, a network drive, an internal web
server, or an external web server?

It is on an external web server.
