Visit 'Microsoft Silverlight: Light Up the Web'
(http://www.microsoft.com/silverlight/) . If you can see the images, you
can bet, its been installed

It would have been installed in your C:\Program Files\Microsoft
Silverlight folder.

Should you wish to uninstall it, you can always do so through the
Control Panel.

Silverlight is MS's answer to Adobe's Flash.
Flash is better.

Silverlight is not an application per se, it is a platform like Adobe
Flash that allows websites to use "rich multimedia" content. Just like
Flash, you don't need anything in your start menu etc., it plugs in to
your browser(s). As to whether or not you need it, that depends on if
you use web sites that make use of Silverlight, and whetehr or not they
still work properly if you don't hav eit installed. I don't have it
installed, and have yet to feel like I'm missing out on anything.
