Default downloads die on vista

I have noticed two situations where Vista seems to give up on a download
that worked fine on XP. One is with Flash objects, such as the crossword
puzzle website

The puzzle on this website malfunctioned from being incompletely downloaded
about three days every week, not always the same days of the week. Then I
discovered that I can get it to work correctly every day by making sure that
I am not downloading anything else in any other IE windows when I navigate
to this website.

The other situation is with images; the download usually dies before
completing on TV weather websites for radar images (the single-image kind,
not the animated ones), like on

http://www.keyetv.com/weather/default.aspx

The properties display shows that the image is a jpeg. This malfunction
occurs on the websites of three different TV stations, and the download
sometimes dies even if it is the only IE window doing a download -- perhaps
because these pages download so many objects that it interferes with itself
somehow?

What might be causing downloads to die incomplete? The solution I
discovered to the crossword puzzle website indicates that the problem is
with Vista, not with the website.
