Default Strange Flash Player Window in IE

Hello,
I have Flash Player 9 installed on my Vista machine.
Today when I visited the http://utorrent.com/ the download page, a strange
window appeard...

[Window Title:] Adobe Flash Player 9
[Content:]
Where is the debugger or host application running?
(radiobutton) Localhost
(radiobutton) Other Machine
Enter IP address:
(inputtext)

(BUTTON: OK BUTTON: Cancel)
}

I want to know if this Window has been generated safely by my Adobe Flash
Player 9 or was created by someone else without my permission.
