When I try to run a driver setup file which acceses the internet I get :
download.microsoft.com is not set up to establish a connection on port " world wide web service (http) with this computer. Please help |

It can be few reasons including some that are beyond the OS control. What the driver/setup is? In most cases even if the driver installation tries to access the Internet it does not mean that can not be installed, or manually downloaded from the OEM.
