Default How do I change my password?

Vista Ultimate SP1.
ctrl-alt-delete...change password...enter data...

Configuration information could not be read from the domain controller,
either because the machine is not available or access has been denied

Now what?

All the other systems on my network are powered off. I rebooted this
machine...no joy.

Is this computer a member of a domain-based network? If so the password can
only be changed when connected to the domain.
