I guess, the folder Start-All Programs-Maintainence has been created by the Vista Installer. There are a lot stuff here all user need to use from time to time. But only administrator can see all icons placed here. This folder has set following permissions for Everyone: access, list, read, execute. To solve my problem I tried to let inherit these permissions by all sub-objects. While being logged as Admin checking the appropriate option under Object Permissions - Advanced, then pressing the Apply button and the this option gets unchecked automatically.
