Default Wierd Startup Prblem


Hi Folks,
I am new here & not Computer Literate, If you can help me please keep
it simple.

(New PC) Vista Premier 64 Bit / 37" LG LED TV Is my Monitor

It stalls on startup the procedure is :- Sitch on TV/MONITOR/
TEXT Screen /Traversing lights /Unwanted Graphics bottm left of screen
/Freeze. I then tufn OFF & then on again tv/Monitor
Program continues to Vista Screen.

If I startup without switching TV/MONITOR ON, give it a few Seconds to
bootup then switch on TV?MONITOR I then find it' loaded up.

Anyone konow what's wrong.
