Default Wired network lag spikes

Howdy everybody. I recently got a brand new computer with Vista home
service pack 1. I play games online quite often.

However when I started playing Team Fortress 2 on this machine I've
been noticing unusual lag spikes, I still seem to be receiving data from
the server(I can still see other players move around normally) however
I'm stuck rubberbanding for between 2-10 seconds unable to move for a
time.

I encountered this on many diffrent servers, and then after looking up
information on it I discover that many people have the same issue on
Vista, however they all have the issue with wireless connections, not
wired.

Finding this odd I go into console and tell it to continuously ping my
router with all programs off, sure enough I get seemingly random ping
timeouts, for no noticable reason.

Most message boards I read identified it as a vista issue that is
unresolvable and that I should just write a nasty letter to Microsoft
and find a copy of XP. I feel that this is mostly just anti Vista bias
so I figured I would ask about it here. Does anyone know a solution?

Here is a snippet from my continuous pinging. Each ping is one second
after the last.

EDIT:
Oh and if it's important, I have a 2.66ghz core 2 duo intel cpu, 2GB
RAM, the Network is a "Intel(R) 82562V-2 10/100 Network connection". I
have a wireless card but it isn't being used and is set as disabled.

EDIT2: I seem to have placed this in the wrong area, apologies for not
looking for it harder but I'm afraid I'm getting a bit frustrated and
not thinking straight. Its rather annoying getting a nice new computer
and finding it is completely useless for what it was purchased for.
