Default vista crashes at desktop


my brother jailbreaked his iPod touch 2g yesterday and had to put the
comp in test mode. since nothing saved to the desktop, I went to an
elevated command prompt or whatever it is.

I typed "bcdedit.exe /set testsigning off" and restarted the
computer.

when I get to the desktop, I find the mouse and keyboard not working.
the mouse is in the middle of the screen and doesn't move.

a few seconds after that I get a blue screen saying vista crashed.

I have a vista home premium 64-bit
I think I do anyways, I know it's 64-bit though.

what can I do to fix this?
