Default Cannot Access Control Panel

I am using Vista ultimate x64bit.
Suddenly I cannot access the control panel or vista update or Backup,
also the shortcut to Administrative tools is no longer there.
I have searched in vain with google and have not found a solution to
thism problem.
Please advise me what to do

Although the problem could certainly be caused by something else, these are
symptoms of malware infection. What does a thorough scan for viruses and
malware show?

Here is a simple hack that can enable you to place *ALL* the Tasks
Control Panel and System Settings in *ONE* place! Create a new folder on
your Vista desktop. Name the folder as : Master
Control.{ED7BA470-8E54-465E-825C-99712043E01C}

You can also try this link. http://gur.in/registry/cprestor.reg

And once that is done. try running a scan on the system to check if the
system is infected or not.

If you look into the Event Viewer under Applications, There is usually
an entry for the Security-Licensing-SLC Service. When the service cannot
determine a valid license it will lock out administrative components.

I have this issue usually when a major component was installed.

A restart usually fixes it.

Thanks for replies, all very helpful except from pacinitaly. When I
tried his method in good faith it made my computer unusable and I had to
reinstal everything and lost some things that I needed. Why someone
should do this I dont know it is very cruel and unkind
