GP's not applying, RSOP fails, Vista will not log off/shut down

Default GP's not applying, RSOP fails, Vista will not log off/shut down

When I try to run GPUPDATE, it hangs there and eventually says it has stopped
responding. If I try to run RSOP it also stops responding. When I try to shut
down or log off, I get stuck at Logging Off, I have left it for hours. I
eventually have to power off the machine to get it back up.

I have the following errors in the event logs
