My HP laptop has a small button top center of the touchpad bezel that turns
it on or off.

I was having trouble with my Sony laptop's touch pad and couldn't find
any online solution so I cut a 1/6 inch thick piece of plastic and
tapped it over the touch pad and no more problem with it being to
sensitive, us a mouse.

Have you tried disabling it in device manager?

I tried but the one you could disable turned off the mouse and the other
one didnt say disable at all...
they were
HID-Compliant Mouse---I could disable this one
PS/2 Compatible Mouse--- this one I could only delete it said but I
dunno if that will mess up my mouse or my touchpad...

Your touchpad isn't part of Vista, it's a utility that is particular
to your brand of laptop.

You might find it somewhere in Admin Tools, Services where it can be
stopped and disabled. Or you can find it in Control Panel, Programs
and Features where you can uninstall it.

On my HP laptop the touchpad is listed as PS/2 port Touch Pad and my mouse
is listed as HID-compliant wireless mouse.
