Default Registry files missing or corrupt

Hi there, i was using my laptop as i normally would, nothing i havnt
done before on it, when i got the blue screen on death. Restarted my
laptop and windows was failing to load, it still is failing to load.
after trying to start in safe mode, i then tried the do not restart
windows on failure option, and it turns out that some registry files are
either missing or corrupt SYSTEM32/CONFIG/DEFAULT and also
SYSTEM32/CONFIG/SECURITY are missing.

I cant get into windows to do anything about this, i dont have any
backups in which to just copy the missing files. Tried an installation
DVD but nothing seems to work.

I have the Toshiba satellite L300d 13s laptop
Any help anyone? or am i being silly and missing something stupid?

Thanks

Look at "How do I access the System Recovery Options menu".
