Default Restart problems!!! Help!!!!

hope this one fits in this category

okey-doke, here's the story:

Downloaded a program and then restarted my computer and it won't
restart properly. Everytime I try to restart it, it goes halfway through
and stops at a black screen and does nothing.

Restart. When the first BIOS screen shows (or the screen giving you
instructions on which F-key to hit for various boot options, start
tapping your F8 key.

You should be presented with some options.

Choose to enter Safe Mode.

When you get there, go to Start, All Programs, Accessories, System
Tools and choose System Restore.

Restore to a point prior to when the trouble began.
