Default Media Center overlays frozen frame on tv playback

I am having an issue with media center on both live and recorded TV.
When watching either, it seems to freeze a frame that alternates rapidly
with the playback which makes viewing very difficult. When I move the
cursor, the controls come on screen and playback is fine until the
controls hide themselves. it then freezes the frame it is on and
overlays it on the remaining stream. Everytime I activate the control
bar, it goes away. Not sure what is causing this or how to stop it.
Video playback in other players is fine. I am using Ultimate 64 bit
running crossfired ATI Radeon 4800 cards with 4 gigs of ram and a
hauppage pvr150 card. Had this problem before and reinstalled windows
and it went away. However it has now returned without explanation. Any
help would be appreciated.
