Default RC1 and Pre-RC1

What are the differences between these versions please?
I don't understand the point in releasing a PRE-RC1 then another version
(RC1)in about a weeks time.

It's one of the consequences of exposing the test program to the
world and his dog. Give a little and more is demanded. If Joe Public
doesn't see a new release/build every few days, there's a clamour
from the great unwashed claiming MSFT have something to hide.

How true. Releases are always political, even in smaller private commercial
developments. With all the people watching MS, people are bound to find
fault in anything and everything.

Pre-RC1 means it is not quite RC1 yet. That's all it means.
