Block DiskConfiguration of Vista SP1 64 bit not works rightly

I can not understand why the block DiskConfiguration / DiskConfiguration, placed in the autounattend.xml file located in the root directory of the DVD of Vista SP1 64-bit, is executed AFTER the display of the window of the partitions of the hard disk.
