Howdy; I'm new with Vista and am wanting to limit disk space usage for
system restore. Can this be done?

Sure.
Open Control Panel - System - Advanced system settings - System Protection
tab
select the drive, click on Configure

Sorry, this a feature MSFT added to Windows 7...

You'll have to use vssadmin, as per Brink's link.
